Check the trails switch, which is on the bottom of the circuit board and visible if you remove the bottom plate. If it is short-circuited, that would cause oscillation. It could also oscillate in some cases if the trails switch is between the on and off position.
If that is not the issue, the stomp switch might have broken and need to be replaced. It is a standard 3PDT stomp switch.
